High Quality Public Services

Our Problem

The challenges facing California's communities are growing, but so too are the means for dealing with those challenges.  Public agencies have not adequately deployed the management systems, technologies, and public partnerships that will resolve problems and improve the quality of services.

Why It Matters

  1. Many of California's public agencies lack the capacity to wisely spend dollars, control costs, increase efficiencies and document results.
  2. California's thousands of public agencies often lack the capacity or incentives to work together toward shared goals - at the local, regional and state level.

Our Goal

California Forward will champion reforms that will produce the highest quality of services and the greatest value for public expenditures throughout management systems that increase the access, results and accountability of public programs.

What We Are Doing

In the future, we will be exploring a number of potential governance issues, including some of the ideas that previous reform efforts have considered.  Among them:

State performance reforms
- including strategic planning, state organization, human resource and technology improvements- that enable state programs to demonstrate consistently stronger results over time.

State and local governance reforms that clarify roles and improve partnerships among numerous agencies that need to work together to make the best use of public resources and to fortify results.

Regional cooperation improvements that enable and encourage local agencies to resolve conflicts and share resources to achieve regional and statewide objectives.
