Quality of Governance: High Quality Public Services
California Forward's governance indicators will include information on California's progress in delivering high quality public services. The public should have information on what services are provided through public programs, whether those programs are effective and how quickly they are improving.
Governance indicators on the quality of public services are intended to help the public explore the following questions:
- Are state agencies and the Legislature using best practices in managing public programs?
- Do the public and the Legislature have the information and tools needed to scrutinize the operations of public programs and identify areas needing improvements?
- Do fiscal and policy decisions create incentives for improvement?
- Are public services organized in ways that give managers and staff the necessary authority, funding and information they need to best respond to public needs?
- Are there strategies in place to continuously assess the quality of public services and do those strategies result in improved public outcomes?
California Forward is developing these indicators to help the public understand the quality of public services and the outcomes that are achieved with public funding.
