Quality of Governance: An Informed and Engaged Public
California Forward's indicators will document the adequacy of state strategies to engage the public on important policy, fiscal and management decisions. These indicators also will reflect whether voters have the information they need to make informed decisions at the ballot box and through other opportunities to hold officials accountable.
These indicators will help the public explore the following concerns:
- Does government systematically solicit and incorporate public opinion and feedback in crafting policy, making fiscal decisions and delivering public services?
- Are Californians sufficiently informed of the goals, operations and outcomes of public agencies, and does the public have sufficient information to understand how and where to comment to reveal deficiencies or recommend improvements?
- Is information on legislative decision-making freely available and enable the public to understand the decisions made by their elected leaders?
- Does the public have sufficient information on candidates for public office and their perspectives on the issues that most concern residents?
- Is the public sufficiently informed of the choices before them when faced with ballot measures?
- Are the procedures for registering to vote sufficiently accessible and are public officials systematically working to enhance voter participation to support public accountability?
- Is access to public office sufficiently open that a broad range of residents have equal opportunities to seek and be elected to public positions?
California Forward is developing these indicators to understand whether the public is sufficiently informed and engaged in the operations of public programs. These indicators are intended to help the public and community organizations that are working to improve the transparency of public programs and enhance public accountability.
